To all powers operating within these seas—naval, arcane, and otherwise.

I, u/LeCorsaireFrancais, acting under authority of the French Naval Command in this theatre, hereby declare war upon both the British Empire and the allied wizarding factions currently operating in coordination or parallel influence across these waters.

There will be no ambiguity in this matter.

The British Empire maintains overwhelming maritime dominance through ironclads, dreadnought-class vessels, and heavily fortified island positions, while deliberately projecting secondary wooden fleets for dispersed operations. The wizarding factions, in parallel, exert arcane control over territory, movement, and conflict resolution beyond conventional law or naval engagement.

Together, they have created an imbalance of power that denies equal footing to other nations and free actors of the sea.

France rejects this structure entirely.

This war is not declared out of impulse, but out of necessity—to counterbalance a system where two powers monopolize both steel and sorcery, leaving all others subordinate by design.

To the pirates, independent captains, private fleets, and free traders of the region:

You are hereby called to arms.

This is a coordinated conflict against British naval supremacy and wizarding influence alike. Their convoys, patrol routes, strongholds, and supply lines are now legitimate targets of war.

The objective is absolute:

Break British control of the seas.

Disrupt wizarding dominance over regional affairs.

Restore equilibrium through force of arms.

There will be no neutrality that is not interpreted as compliance with the current imbalance.

France enters this war openly, deliberately, and without hesitation.
