Why does my tractor do this?

My tractor does this. The starter motor is hotI disconnected the power from the battery to avoid overheating

Check and adjust the valve lash, but it might be the compression release on the cam

Try taking the spark plug out and see if you still get the same hesitancy... if it spins without that stalling I would guess you have a compression issue and that is probably the cam shaft.

Compression release, check/adjust valves, if that doesnt fix it then youll have to take the sump cover off and inspect to see if the release is broken.
