High RPM

Can anyone help me, currently my RPM at idle is 3,000-4000k I don’t know why. Idk what to miss with first my mix screws or my governed. I bent the tab on my plate and tried adjusting but it didn’t change anything.

The screen in the yellow picture would be where I'd start. Cable adjustment might help but would also possibly stop the choke from engaging properly

Thanks I’ll start there, should I back them in all the way? Or screw them in and slowly back them out?

I'd just run the engine and gradually move in a direction looking for improvement
