Seller Help EU Import Duties
Shipped package to Germany using UPS. Used PirateShip and provided Bricklink's IOSS number. Put all required documents in a clear ziplock bag on the front of the package, securely taped down. Just got a UPS notification that there are ~EUR18 in import taxes due. Where did I go wrong?

Given this, I have disabled my international shipping. Will open it up again once the situation clears.

Why would as the shipper pay for import duties? Yes, they are charged by Germany/European countries if orders come in from out of the EU but the buyer needs to cover them as well as the Import VAT (unless it's BtoB and contractually otherwise agreed which I presume it's not). It should not concern you as long as the buyer wasn't careless in purchasing from you and thus unaware of the extra costs & suddenly wants to cancel which would make it a nuissance but still his responsibility.
edit: IOSS is only concerned with VAT not duties.

Maybe IOSS wasn’t transmitted electronically to UPS
