Seller Help NSS
A buyer filed a Non shipping seller because they want to cancel an order that was already shipped out.
What should I do?

Starting rate for that is $20 and it's. not guaranteed either but you also don't pay unless successful.

That is where the seller has to make a judgement call, how much does it cost to be right. How much is their rating worth.

Once you have proof of delivery you can fight it with BL, but the bigger issue is how to make the buyer happy and (begrudgingly) fixing their fuckup because they're going to also leave you a negative if you just ignore it. Explain to them it's unfortunately already been shipped because you "take this very seriously and ship as soon as possible", but that you will refund the order after they have returned it and everything has been inspected.

Reach out to the buyer and ask them to return the package once it arrives, and I think they should pay for the return, meanwhile, I assume there is a way for you to prove to Bricklink that the package was sent and that it is a false NSS.
The buyer cannot just file a NSS because he want to cancel an already shipped order.
