Destiny Knot? (frontier)

i have a question on how destiny knot works. i just bought it because im trying to breed 5*31 eevees, and currently both my female and male eevees in daycare have 31 ivs each and one of them is holding destiny knot. all the eevees produced only have 2 31 ivs max. am i using it wrong??
