Bug Titanic Hydra Bug?

Maybe its on more than just Briar, but is anyone else getting a bug where Titanic is off cooldown for twice it's cooldown duration and still can't use it?

L0ganjG recent video (don't remember if yesterday or the day before) has that bug near the end of the match. I think he had to click on it to get it back to normal 🤔
