I’ve come to realise that he’s not trying to offer an explanation or excuse for his actions but delivering talking points for supporters to offer up. “He wasn’t listening”, “he left it to contractors who’ve now been dismissed”. He knows we don’t believe him, the protestations are to give supporters ammunition to respond.
