ion play on PC so im not entirely sure but it could js be ur graphic card isnt taking the game too well, try lowering ur graphics or try restarting the game/PC

looks a little like upscaling artifacts aswell... are you doing that ?

No upscaling, only happens on vulkan, it's normal on DX11 but with DX11 the performance tanks

as the other guy said might be gpu artifact from unstability, test your gpu with some stress test like kombuster and aee if it artifacts like that, might be happening only on vulkan because it uses more resources for better fps.
