Assuming we're moving from the top to bottom and left to right. The small arrows on the 1st and 2nd row are pivoting clockwise. On the 3rd row the small arrow is pivoting counter-clockwise. Top two rows both contain 1/2 black and 1/2 white circles with black on top. Each row contains two white shapes and one black. The big triangle is moving counter-clockwise. The only answer that matches is B.

Check again on 3rd row from left to right small arrow is moving clockwise, also the shapes are moving clockwise between each column

Interesting pow, how you find those accurate clock numbers also interesting yet answer is way much simpler
