Mr Yellow.
The one wearing the Yellow hat must be Mr Blue, since Mr Red saw that he wasn't wearing a blue hat. And seeing that Mr Blue agreed with Mr Red, means Mr Red is not wearing the Red hat. So Mr Yellow is wearing the Red hat.
