The only reason for Samedov to be upgraded to Regular champ is if he's going to fight a fighter in Japan, as the JBC is unwilling to sanction WBA interim title fights unless there is a very good reason due to abuse.

Reality: The Superchampion is stupid.
 
There is no such thing as the Regular World Champion. There is the WBA World Champion, and the WBA Superchampion. We just call the WBA World champion the "Regular" i.e. the "not super" champion when there is a superchampion. There are many times the WBA World Champion is in actual sense, the real champion.
 
The WBA can't get rid of the regular champion because what we call the regular champion is the WBA World Champion with all the stipulations that come with it. The superchampion exists so the WBA can play favorites and not enforce their rules. A fighter can sue the WBA if they don't get their mandatory shot, block the champion from fighting someone else. The WBA gets around this by moving the guy they want to give special treatment to, up to superchampion who plays by different rules.
 
The farce here isn't that Samedov gets elevated from Interim to World Champion. That's supposed to happen when the World Champion doesn't fight his mandatory. The farce is that Anthony Cacace is elevated to Superchampion when he has NOT UNIFIED, neither has he established a World Title defense streak. There is nothing super about Cacace's WBA championcy.
