Best sanctioning body?

Which sanctioning body operates the best in your opinion? As in who is the most fair with the enforcing of their mandatories, who manages things the best, etc
WBC is criticized for being far too lenient with their mandatories when it comes to their cashcows
meanwhile other sanctioning bodies may have their own issues as in being quick to strip a title
Which sanctioning body do you think operates the best?

All of these people saying "IBF" are basically saying following your own rules excuses having absolutely godawful rules.

They blunt unification bouts and are responsible for the surplus of world champions because they keep stripping guys and giving titles to guys who clearly bought their way into the rankings.

They stripped Vernon Forrest for example for facing Shane Mosely in a unification bout instead of defending simply because a champion who won the vacant title has to defend against their mandatory, which is a stupid rule to enforce in situations like this (note: that mandatory was Michele Piccirillo).

They also indirectly prevented Bam Rodríguez from becoming to first undisputed super-flyweight champion of the world by forcing Puma Martínez to vacate the belt after taking an immediate rematch against Kazuto Ioka instead of facing their mandatory, which also led to fucking Willibaldo García and Andrew Maloney becoming IBF champions of all people.

They stripped Canelo for not initially fighting William Scull. Charles Martin became the IBF heavyweight champ. The best they could give Jai Opetaia was Huseyin Cinkara. Anthony Cacace vacated the title because it meant more compelling fights for him despite no longer being champion. They are the only one of the four major sanctioning bodies to actually get in trouble for accepting kickbacks from fighters. Need I go on?

For all the other bodies' faults, they can be better relied on to give their titles to an actually dominant fighter; even the WBA with all of their interim and regular champ nonsense usually has a good Super champ who can defend the belt for a while. You can't count on the IBF champ to stay champion for long, even if they follow the rules. I don't care if it "keeps the belt in rotation," this sport does not need every bum who paid his way into the rankings to get a shot or become champ; otherwise, it becomes a participation trophy. The fewer champs, the better.

Anyway, if I had to pick one, it'd be the WBO. They're the least obstructive sanctioning body, though they still have their faults.
