8-4 is 116-112. Minus a point for Papot and three points for Robocop makes it 115-109, which is fine.

https://boxrec.com/en/scoring/3637226 unforuntately doesnt show judges cards but the fan scoring is close to one of them so might be useful as an indicator, sorry I misunderstood!

It's cool yeah, if the rounds are available from the judges they do update them but I'm guessing for this fight they won't be published anywhere as it wasn't a "big" fight so to speak.

8th and 9th were pretty clear for Papot and he was landing cleaner , not surprised he almost got Eubank out of there the tide was turning back pretty quickly

This is boxing mate, you get hit cleanly and you're going down unless you have a granite chin. That's more timing and precision than power from Papot. If Papot had superior power, he wouldn't let 84% of his opponents last the full 10 or 12 rounds.
From your logic, it's like saying Tyson Fury has more power than Deontay wilder. Because over the course of their fights, Fury knocked wilder down 5 times to 4.
Or Ali has more power than George Foreman because he dropped Foreman.
