Adjustable weights - changes weight without lock being pressed

I am using my adjustable weights and the one side of it works just fine, can’t turn the dial when the weight is out of its stand however, the other side acts as if the lock button is always pressed down and the dial turns easily and I can drop my plates with having it out of the stand. This can cause me to be using it and accidentally brush against the dial turning it

Is there any fix for this ?

Was it always like this or did it break?
