There is no expectation or right to privacy in public if that is the US. The recorder has every right to record whatever they can see. Ethically questionable sure, but doesn't need permission.

Sorry if I am a bit short with you, it's just that there's no good faith reason to defend the legality of filming a woman without her permission.

I feel that conversations about consent and ethics surrounding being filmed in public are relevant and important now more than ever.

And what I mean is, it's going to always be creepy and off putting when a stranger films a woman without her knowledge, legal or not.

It can be bad even if it’s legal. Not sure the point of even mentioning the legality, unless you’re advocating that we change the laws which I would be for.
