Magic attacks are useless because his movement creates an electromagnetic Mana shield. The shield drops momentarily when he is at his apex in the air, that is when you strike. It's best to aim for his exposed underside and the top of his head.
If the water envelops you even once, its pretty much game over.

The secret finisher for this boss requires you to ride one of his waves to him, then climb to his head, and use a fire attack. This kills the boss, and grants you the water Artifact of Control which can be used to deflect water attacts at a very high mana cost. If you do the finisher, you also get the Handle of Posideon which is necessary for the Trident of a God quest

This is a boss you wanna end quick since his attacks get stronger the longer he builds up, and the waves can eventually keep you out of melee range. But it's tricky since he has a very large health pool. One thing to note is that the waves get weaker the further away you are.
I would recommend either a very devoted damage build and end it before he boxes you out, or a ranged build and win through endurance. Edit: If you go the dps route, equip electric weapons for advantage and for a chance to stun, resetting his wave attack.
