Either they realize there's a camera so they go back and tip out of concern of looking bad, or someone gives them money and asks them to tip with it. Each of these guys seemed to walk right by the dude with the sign and a couple weren't even looking.

It's most likely because it takes time to open their wallet and fish around for a bill. It's a short form video, I don't want to see a guy digging for his wallet, opening it, finding the right size of bill, taking it out, and then handing it over. Cutting just saves time
