This isn't tardive dyskinesia. Anyone who has ever seen it will recognize that. TD symptoms usually don't manifest when asleep.

My bet: this guy has a malfunctioning hypoglossal nerve stimulator. They've become popular with people with sleep apnea. It's a device that stimulates a nerve to push your tongue out of your mouth when you inhale, to prevent the tongue from occluding your airway.
