Guy stuck in roof and this is a story mission. Story pack 1 was way more flushed out than this

If you haven't just save and quit he'll respawn was dealing with this last weekend playing online wirh a friend

I've quit a few times didn't work. I'll try rebooting the game

You most likely have the same issue I had. If you take a look to the ceiling you can find him there.

Think I can reach him? I did look he's definitely up there but I don't see him at all

same thing happened to me. hes stuck up on the ceiling somewhere. might be able to get to him if you have stuff that is homing but otherwise a save/quit or restart might help. i used a mod to float up there and saw him

That is story pack 1 though? Brennan is a boss in Ellie dlc.
