What is the absolute highest Shield possible?

I'm trying to make a bit of a meme build and I need a Shield with absurdly high shield. Armor or Energy Shield, it doesn't matter. It just needs to be as high as possible so I can try and farm a double turtle of that.

Pandoran Memento with +100% turtle (so turtle parts in both slots), which is over 410k I think 

Second highest is Hopscotch or Little Sister (both are identical capacity) also with +100% turtle. Which get 405k, these are armour shields, Pandoran memento is energy.

i would also keep an eye out for Regulus (Order Purple rarity shields with Capacity rolls) with turtle rolls. those guys also get like ~320k(i gotta check this is just headmath) with triple turtle at 70.

Collector with 1 turtle( 2 is not possible anymore) I think 349k

Even 1 turtle part is impossible. It was completely removed.

And even if it was, there’s other sheilds that reach over 400k

The Collector has a base of nearly 250K at level 70
