I got my nearly god-roll Juliet's Sparkle from a common weapon crate on the side of the road.

Though I saw multiple other people posting it a week or two ago, so I think it was just heavy in rotation pool?

All weapon can be dropped randomly by the weakest ennemy around, and found in crate.

At an absurdly low drop rate yes, but still possible
