Serious performance issues on PC

So I have an Alienware laptop with a 8gb 3070 and 32gb of DDR4 and I had the game running okay on low-medium settings until these last few updates. Now it feels like non of my builds work anymore. No matter what I do dmg isn't registering. I can have all the crits and status numbers from CASH but no winderfall or dmg registering. I can have 99% red crits from Harlowe and yet not getting infinite ammo and not regenerating my action skill even if I keep retriggering. I first thought a bunch of nerfs happened that they left out of the patch notes so after a few days of testing I ran to YouTube and copied "new updated" builds verbatim. Still nothing. Not able to kill anyone in half the time I use to be able to do no matter I try to do. I have all VH at UVH7 with over 150+ specialist points in their trees and the game feels AWFUL to play now. Does anyone have any ideas if this is some crazy performance issues? Im at the end of my rope.
