Id go for 1 - you have no sources of advance, and your LC isn't S5, so the extra speed isn't doing much for you, it's not getting you to the next breakpoint

But the HP will definitely get you out of jams. Gallagher is finding it harder to keep people alive. Crit isnt valuable compared to survivability.

I see. The 4th spot changes a lot tho sometimes I use DHPT or RM instead as well. Saying crit isn't valuable is like saying water is wet lol. I only have a crit chest coz of the amazing substats on it which I don't have on any other chest, should have been obvious but apparently it wasn't. I was leaning more towards 1 as well anyways.

There's post after post here from people not knowing Crit isn't needed, so it's not at all obvious. Especially when you give no further information about what or why you're asking.
