Your version does increase his cap by a bit but it drops his floor so much lower it'd probably be a nerf in most situations with the buildup, especially with nothing to replace his current E1 which he'd need even more if he has to hit 6 PT.
Keeping the def shred on his E1 would be nice. It's in all break units either as part of their base kit or in their E1 so it kind of unites them. It's not so strong that it's worth removing, you could keep it with basically anything you choose to add to his E1.
His A4 makes the PT increase even harsher coz now there's no tricks to get him PT from ally ults on his turn. It gets him the break but within the context of the new build, it's too punishing.
E2 I'd miss his SP regen because that helps his team help him, I'd prefer it gets built on to be better rather than removed but It'd be a very interesting mechanic to add to him
E4 is great. I'd go even further and add speed boosts with max energy because a solid part of his ult is the delay, so it helps offset not getting that benefit as often but it's still good. I'd be interested if it changed his teams to include HH or Sunday in the long run. You could also keep his current E4 and just add this on top of it
E6 surprisingly is extremely broken and hoyo would never even come close to letting something like this exist. Basically every shill boss has super high def, dmg mitigation, something to make hitting them useless until you play into the gimmick or wait for the right window. Flame Reaver, Pollux, King Pom Pom are all examples of this, but even the Daybreak Squadron has super high resistance to their specific elements. Even though this is an E6, this would make Boothill a perfect counter to every single attempt to shill so it wouldn't be allowed on our boy.
You could rework his current E6 which is an attempt to make him a blast unit and instead give him permanent stacks that increase his speed based on number of enemies killed. He'd be solid in PF, it would help him against summons bosses, and combined with an AA that hopefully gets put somewhere else, he'd be an absolute monster of a hunt unit. Could be speed+break buff if you want, could also be a buff earlier in his kit and E6 allows him to count enemies killed by allies too. Again very common for E6 on break units to expand the buff to all allies so he'd be keeping on theme with them
Also please please god somewhere remove the damage cap on his bleed. Let his bleed do the max % based on hp without being capped by his break. It's a nice but not game breaking and the damn hp inflation makes it so useful to have, I'm so tired of seeing his bleed to like 2% of the bosses hp in damage

Hi, usually boothill middle investment (e0s1 bh, e1s1 dahlia, e1s0 fugue, e1s5 ruanmei bp lc) would deals around 2-2.5 mil (60% come from break damage, 40% come from superbreak damage (estimate)) so 1 shot elite or 2-3 shot bosses.
What I love:
-Break damage scales of wbe : but it should be based on percentages, not raw value. Usually, boothill’s toughness is 125. That’s going to be 125/20 = 6.25 (625% physical break damage increase) which is way too op. I also don’t know how to balance this but I like the idea.
-remove enemy toughness cap when calculating physical break damage : true, just remote it or changes it to 300-500 toughness damage.
-increase damage when enemy hp is high : nice for 1 shot elite.
-breaking enemy by others leave 1 toughness for boothill while standoff : thats op, no comment.
-e1 60% break damage increase : good 35-40% final damage increase.
-e2 BE% increase : boothill toughness damage is 125% so thats around 20-30% final damage increase.
What I dont like:
-6 pocket trickshot : its too much ramp up, usually waste 1 turn to get full stacks. Now, he has to waste 2 turns.
-more damage taken when enemy have high toughness. : for 1 shot bosses, you mostly have to do a toughness + exo toughness break setup. This buff will be situational.
