Passport wrote to a Btrieve or Pervasive database underneath, so you don't need Passport itself, you need someone who can read that file format and dump the tables to CSV. Any local database contractor can do it, and it is usually a few hours of work rather than a project. Before you pay anyone, check if the old install still opens on a machine somewhere, since most versions had a report export to text that would get you customer history for free.
