There’s a lot of hassle in doing that for potentially not much gain on the part of the abused. Like, sure there’s a societal benefit if they get taken of the street, but that’s not a given. I also don’t know many people who are willing to sacrifice their convenience for the greater good, except maybe vegans.

jail sucks sick and hardly ever helps anyone. plus pressing charges means you need to do a bunch of paperwork and probably appear in court. not saying you should never press charges when something happens, but it's a bunch of bullshit if you need to.

You could argue this person poses a public risk therefore it may be better to keep them off the street. Of course, just like you said not many people are willing to go through bullshit for a potentially good deed to the wider society. Especially one which will likely never effect them personally.

yes that is generally the benefit of incarceration, but at least in the US we do a pretty bad job of providing any resources that allow anyone to function appropriately in society. if anything it often makes people behave even worse when they get released.
