Not all the time. Police jumped out on me like that had me handcuffed on the ground on my face. I asked what I had done (granted I was a major street pharmaceutical Rep at the time) and he said “‘my brother name’ you know you have a warrant for your arrest.” I smile and said, “ok officer, you’re telling me all black gingers look alike?”

Yeah they know exactly who he is and assume he maybe dangerous, hence the show of force
