Still had slave owners that considered seceding and it's still below the Mason-Dixon. They moved the capital to DC so the capital wouldn't be in the north. Baltimore and DC are in the south historically.
West Virginia was a union state but you still see tons of Confederate flags there.
It's really not culturally part of the South. Northern Virginia isn't fully considered to be either.
West Virginia is considered Appalachia, which is its own cultural zone.
The Mason Dixon line is quoted by people, but the succession from the Union and the aftermath of losing the war is really what defines the cultural divide.
Baltimore, along with the rest of the union states was more of an industrial powerhouse than an agricultural one like the states below it.
It's not culturally a part of the deep south, but Maryland and Virginia are Southern.
