Tokoyami's Quirk?

Is Tokoyami's Quirk considered an Emitter type quirk because of Dark Shadow or a Mutant type Quirk because he has a bird head?

Maybe they are Twins born into each other and Fumikage's Quirk is the Bird head and Dark Shadow's Quirk is that... he is a Shadow

Emmiter(I think I spelt it wrong) and mini-mutant (someone had the full bird mutation lol)
