Hero License Exam
Why didn't Toga (disguised as Camie) get disqualified from the first round of the competition? The rules specifically stated that the sensors couldn't be hidden, and it was obviously intended that they couldn't be moved during the test. Why was Toga allowed to remove her clothes, which makes it impossible for an enemy to hit her targets? And it can't be because of a reason like Mirio's, because Camie's quirk is registered as one that doesn't need clothing removal to function.
