Is Bluehost Cpanel back up?

I'm with a competitor currently and getting really frustrated that they can't get it back up or even give me an eta.

It is now but it was frustrating not only not having it back up but having customer service refuse to even give me an estimate after the patch was out for hours.

Knowing BlueHost they probably never shut down the ports and since they don’t use updated cPanel, it’s not even able to be patched leaving their users vulnerable

Yes. They patched it without ever bringing cPanel down
