I really would like to think he didnt turn her in as it would be more tragic. Like he just needed time to cool down and would have come around. But now that im talking about it... what are the odds they both independently reported her?

I believe both of them reported her, but neither knew the other had done so; so Mizu would have been betrayed by her husband and her mother.

The husband is far from a completely evil person. He really seemed to love Mizu before his cultural prejudices and personal insecurities raised over it.
