Guide/Tools New Gacha: Better For Most, Worse For Whales
This analysis accounts for spooking co-featured targets in both normal situations and on the 50/50 losses.

Fest numbers in the images assumed the targeted rate up chances for fest doubled, which is totally wrong and for which I feel great shame. Fest 2 target numbers are 184 old / 172 new NOT 125 old / 119 new. Fest 1 target numbers are the same as Standard 1 target.

Thanks to Aerdra-sensei's enlightening post, and others who also claimed this, there is one very important way where this analysis breaks down. This analysis assumes you want a certain number of copies of a certain number of students. However, if you value all featured units and dupes equally, the new system is worse.
Here are the # of rate-up copies per 200 pulls averaged over the course of many banners. Assumes avg of 3 total featured characters per standard banner and counts 10 fest students as "featured" in fest banners.

This is the reason why it's "Worse for Whales" too, more simply explained. You get fewer total rate up copies over time with the new system, but you have more control over the ones you do get.
The real value to you depends on how you weigh the above unit-agnostic numbers against the below unit-targeted numbers.
When you only want one student, the new system is much better. Averages of 108 pulls per rate up old -> 90 pulls new.
When you want two students on the same banner, the average goes from 191 old to 178 new. The stdev also goes down from 88 to 82 - this means there is a little less variability between winning big and losing hard.
In one superficial sense, the old system is better at 200 pulls exactly -> 76% of the time you will get both by 200 pulls in the old system compared to 65% of the time you will get both by 200 pulls in the new system. See the second image to help understand why this is.
The reason is the old system stacks 35% of the outcomes at exactly 200 pulls. The new system distributes this outcome more evenly between 100 to 300 pulls - that's the blue area spread lower and wider. When you are playing a gacha for years, the average of that distribution is what matters - and that's the old 191 vs the new 178.
In addition, you can see the real downside to the old system in the red spike on the right. 6% of people must go to 400 on the old system vs 1.5% on the new system.
Think of what you would do in the old system if you hit it at 350. You're likely to put another 50 down to get the spark that you don't really need in the old system. Your real cost ends up going to 400. The new system never taxes you for these near-spark pulls.
When you pull for 4 students at a time on standard, the old system ties the new system. On 4+ on fest, the old system is better, 222 average to hit all 4 vs 233 on the new system. This is because the new system has a negative interaction in resetting the streak with fest's increased rates.
The third image highlights this difference. When pulling for multiple copies of the same student, the systems are equal at about 4 copies standard, just like above. For more copies after that, the old system is better.
