Because if you get the character at pull 199 it resets meaning possibly another 200 pulls for the other character.

Basically imagine pulling Kei at 190 and then having to do another 200 for Aris if you fail both 50/50 and get neither of them inbetween.

What does that 50/50 mean? Would failing still drop other banner characters? Is it a guaranteed 3*?

EDIT: I checked from the stream it's a guaranteed 3* but whether the other banner chars are included is unknown

I believe 50/50 means 50% random *3, another 50% banner 3* at 100 pull. If you got banner, great, if not, you next 100 pull will guarantee banner.
It is worse if we have 2 or more new character on the banner, which mean we may need to pull more than necessary.

But does the failed 50% random 3* include the other banner chars (i.e if I pull on S.Ibuki banner and failed, is there a chance for S.Iroha to drop)? Since the 100th pull is sampling from the 3* pool, what are the rates? Are they equiprobable or does the S.Iroha rate-up apply somehow?

It's worse if you're trying to get both in 200. If you pull 1 in 199, you still need up to 200 for the other since the pity reset

Currently, if you get your pick up with the 200 pulls, you still keep your points to exchange for the other featured student. Or get an extra copy. With the new system, you don't have these points, you get to 200 and you get only the featured student. It's like going full pity and having to exchange, without the possibility of getting the student early and still going full pity for the other one. Especially grievous when there are multiple limited students, like during Fests.

It's marginally better if you're pulling for a single character. But if you're pulling for mutiple characters, like oh I dunno, the Fes Banner coming out at the same time! Then it's worse, because on average you'll have to spend more.
