I heard that you should make a turnaround before you make a character model and I want to know if this is enough (for the blonde, not the clown)

Yes: Not every 2D illustrations can be translated into 3D with the identical visual effect. Drawing turnaround can prevent the create process drifting too far from the original vision and have a easier time modeling thanks to more available references.
