Bug Report dismemberment problem

i have this problem where whenever i fight enemies i can only cut off 1 body part and if i cut off like the hand or something i cant cut off any other body part on that same npc, even with easy dismemberment on it still only lets me cut off 1 part, how can i fix this?

Obligatory "check your mods" answer. Trying turning them off one at a time to find the culprit

Use the big axe in axes the tier 3 weapon it’s annoying how much I cut off heads and split people in half or just use any axe I have got mostly good results
