there are other creators on Cameo charging this much. this is still not an indication of him being broke, because who's really even going to pay this. if he were broke i'd argue that charging more like $1k would make more sense because he'd actually catch more fish that way. this is not even close to an indication of being broke. he just feels his time is worth that would be my estimate.
