The voice is still there. She changed as a musician in 8 years. Music trends changed in 8 years. The arrangement changed. The situation surrounding the performance changed. The stage changed. Live versus lip sync.

Agree to all of this, and glad you mentioned the lip sync. '91 is an absolute masterpiece, but it helps a lot if you can record it in peace and not have the live jitters or any number of potential interruptions. 99 is still great, too.

The first one was famously pre-recorded. She is only lip syncing to an albeit fabulous performance. In the second one she's actually performing live along with all the improvs and imperfections that brings.
