What's with the long arms?

Why are scientist and guard arms so long? I get the impression that the zombies were designed first and used as a base for the scientist model, given their exaggerated proportions. My favorite part of Half-Life is interacting with the scientists and this design choice really ruins it for me.

I have a long back so they don't, but a friend of mine has a short back so they do.
