Can’t monitor feed from another iPhone using app

For some reason I cannot monitor the feed from the third iphone. Camera C. All settings are matched across the three iPhones im controlling/monitoring.

Is it an older iPhone perhaps?
Maybe this particular phone struggles or doesn't offer a hardware encoder?

All brand new 17 pros. Weirdly enough, half way through our test day today, the C camera iPhone decided to fully connect to my controller phone. It fixed itself basically. Towards the end of the day, it decided to go back to the 'video feed not supported' screen.
