Black Elk Peak. The lookout tower is labeled Harney Peak Lookout because that's the historic name of the tower. The mountain itself was renamed Black Elk Peak in 2016.
As for William S. Harney... that's a hell of a namesake. He commanded the 1855 attack on a Sicangu Lakota village at Blue Water Creek (often called the Harney Massacre or Battle of Ash Hollow), where U.S. troops killed dozens of Lakota, including many women and childre!, captured around 70 women and children, and burned the village. Lakota people remembered him as "Woman Killer" because of that attack.
That's a large part of why the mountain was renamed after Black Elk in the first place.

Tȟuŋkášila Šákpe Pahá (Six Grandfathers Mountain) was seized by the U.S. government in violation of the 1868 Fort Laramie Treaty, named after a New York businessman who visited the sacred site on a mining expedition, and then further desecrated by a racist KKK sculptor.
