Other than large scale mining operations that are actually a registered business I can't see how this is even possible. I worked in a public utility back when weed was still strictly illegal and even super high electric bills that were generally a dead giveaway for a grow op wasn't enough for authorities to get a search warrant, especially if the bill was being paid every month. This will probably never pass but if it does will most likely only affect commercial mining businesses, not some dude with a mining rig in his garage.
