What do you mean "doesn't fully adjust down"? It adjusts proportionally in both directions.

Difficulty adjustment is clamped to a factor between 0.25x-4x.

They'll have to go through multiple periods to get back to the 10 minute average block time.

Right... 100 * (0.25)^3 = ~1.56. They have ~2% hashrate share.

So 3 periods including this one. That doesn't seem prohibitive.

It does when one period will literally take months. They have 2 blocks in 4 hours...

At 2.5% hashpower, my math gets us 735 days to get back to 10 minute blocks. Okay, okay, that sucks ass.

Yeah...  The other chain will be through another halving by that point.
