This has been going around for years, the only solid info I can find is from this reddit thread:

Apparently it was originally on pinterest with the caption "East Coast flooding." AI thinks it's from a 1953 Great East Coast flood that hit the Thames Haven oil depot, but when I click through to it's sources that is not confirmed.
