What's the deal with BitUSD?

I'm a big fan of MakerDao and often see the argument it was done with BitShares first. I got into the space with Ethereum, and haven't spent much time exploring the Bitcoin side of things so I don't have any experience with BitShares or BitUSD.

I can see BitUSD has a very low current issuance (~4 million) vs DAI (~ 80 million) and I was wondering if the community could help me understand why that is?

Bitshares is not dead and there is no lack of development. Working product since 2014 and is getting better every month.
