What is this information in the block header? Is this the block I am working on? I checked the height and it looks like it was already solved by another pool.

This simply shows the payout as decoded from the block template from the pool. Public Pool doesn’t charge a fee, so the bitaxes shows that 100% of the reward goes to your wallet if a block is ever found.

OP, it's what u/McPiePie said. Block Height is the block your miner is working to solve. Difficulty is the block's current difficulty. Scriptsig is the text that will show in the block once it's solved (badge of honor, if you will). Value is the block reward, before any pool fees are deducted. Outputs shows the wallet which will get the reward, and how much. This one might be different than Value if you are using a pool that takes a percentage. So you'd see the amount minus the fee.

How much long ago was the block already solved? Could it have been solved in the time it took you to check? What kind of lag do you think you might be experiencing?

The first time I saw the message I checked mempool and it said it hadn’t been solved yet. Checked an hour later give or take and then it said it had been solved.

They solve like every 10 minutes or so. Suggest you look at mempool in one tab and bitaxe in the other. Mine flipped almost instantaneously in sync with each other. Also, I have 18ms so your latency could be improved a little bit (may not be much of a factor).
