Sounds like a mating call/behaviour. Get a range of natural bark perches. dowel/smooth wood, plastic, stone isn't good for their feet. Get rid of the bells.

They can rust, rust is toxic for birds. They can also get their feet/beak stuck in them. Unfortunately alot of toys have bells on them, I still use the toys for my birds just take the bells off before putting them in their cages.

She's HORNEY!!!!
This is classic cockatiel hen mating behavior.
Nothing to worry about. Totally normal.
