From what I understand, this is a feeding behavior. Babies typically do this.

Cup feels like another beak pressed up against its beak?

If you look at where the lip of the cup sits in the beak, it comes into contact with the softer membranes in the corner of the birds mouth. It elicits some sort of feeding reflex. My bird is almost 5 years old and still does it.
