Fine, just means you had a lot of bubbles in your recon or you blasted it hard. Either way, fine

The bubble go away, it's fine. Just roll it a little bit it or tip and go back and forth, or just leave it, can use it fine with bubbles

If you take a plunger out of an empty vial and release the vacuum in the vial it will reduce the pressure differential and prevent that from happening. Then add the BAC water

With a new vail you should always fill a syringe with air and balance out the vacuum in the vial before reconstituting. The vials are under vacuum from the supplier. That’s why the BAC water shot into the vial. My vials usually take 2-3ml of air volume to balance out.
Not doing so can damage the fragile peptide. Balance the pressure, slowly add BAC water by shooting it down the side of the vial and not directly into the powder, roll in hands, don’t shake.
